Abstrak

This research explores the reconstruction of state administrative law as a strategic effort to realize good governance and inclusive public services in Indonesia. Using a qualitative normative juridical approach, the study analyzes the weaknesses of existing administrative legal frameworks that remain dominated by bureaucratic rigidity, hierarchical structures, and limited public participation. The findings reveal a significant gap between legal norms and their implementation, leading to inefficiencies, weak accountability, and unequal access to services. To address these challenges, the research proposes a reconstructed model of state administrative law founded on three key dimensions: normative, institutional, and inclusive. The normative dimension integrates transparency, accountability, and participation as binding legal norms; the institutional dimension restructures administrative systems for better coordination and oversight; and the inclusive dimension ensures equality and accessibility in service delivery. The study concludes that legal reconstruction is essential to transform administrative law from a static regulatory framework into a dynamic instrument of justice and social welfare. This reconstruction strengthens Indonesia’s democratic foundation, enhances citizen trust, and fulfills the constitutional vision of social justice for all the people of Indonesia.
